What does this rash look like on my 5 year old’s skin?

Posting for traffic.

It started on Tuesday, and seems to be itchy, we’ve given him antihistamine and put E45 cream on it. But it’s still there, antihistamine seems to help the itch slightly. But it’s not really improving hugely.
Even though the photo is of his hand, it’s the same rash all over his body.

Not easy to tell from the pics. Scarlet fever maybe? Is the rash rough feeling?

It is rough feeling yes but he’s not been unwell at any point, no fever or sore throat or anything.
