To not understand how Right to choose works

Hello,

I am probably being a little bit stupid but I am just hoping someone would be able to explain to me how the Right to choose scheme works?
I have a 4 year old who has already had an initial assessment done and has been put on the pathway for an Autism Assessment. I also have a 9 year old who has just been referred to the CDC for an initial assessment but I stumbled across the right to choose thing and was wondering whether I would be able to use that for my 9 year old ? I read that you can only do it form 5 years onwards is that right?
