Moving back to the city after moving out of the city

This is actually a 'Is DH being unreasonable'

We used to lived in a large-ish city. DH lived there all his adult life, I moved in with him and we lived together for about 8 years and had two small children.

I wanted to move back to my home town about an hour away. My parents and various family members lived there, schools were better, it's very safe etc DH agreed but it was driven by me.

Anyway we moved here, kids & I are very settled, after renting for a while we bought a house here a couple of years ago, we've had a 3rd child, we get a LOT of support from my retired parents who live 10 minutes walk away.

DH has now told me that he's never felt settled here, can't imagine getting old here and desperately wants to move back to the city.

On one hand I don't want him to have to live somewhere he's miserable, but on the other hand this was supposed to be a permanent move! My parents are getting older and probably thought they could rely on us to look after them.
Our eldest is a teen now and we wouldn't be able to move til after he finishes his GCSEs anyway.

So is DH being unreasonable? I don't know anyone who has moved out of the city then years later changed their minds!
