Harassment from Leeds city council

So I rent a property have done since 2018. Issue is I feel as though I’m being harrassed to give access to my property. So in March last year there was something were an employer housing officer came to my house for an “annual tenancy check” this was way over an hour of my time and. I had to let this stranger into my home. Then fast forward 3 months they were trying to arrange another? I said no this is ridiculous you came 3 months ago and I’m not taking time off so you can come into my house when there’s nothing to discuss? They argued that after April it was a new year lol. Online it states these annual tendency checks aim to be carried out every 3 years. They are still harassing me and another was booked for this morning yet they didn’t turn up. However have missed 3 calls in the space of the last hour. I feel so completely harrassed by this is this even normal?

Edited to add I am early 20s and the housing officer is some guy, he actually smells really bad which is why I’m also reluctant to allow him into my home. I think there’s some strange going on behind it

I'm guessing it's not the guy coming in who you're talking to on the phone? If it is then ring the actual council and complain that it's too soon, then you'll at least know it's not the random bloke wanting to come round.

Definitely doesn't sound right though, annual should mean 12 months between visits.

There was an appointment made against my wishes for the 3 months later which I wasn’t in for and I explained this. He then turned up to my house twice randomly and left notes that he would have no choice but to gain access to the property then this again today

I haven’t answered the calls as I’ve been at work. It is the same guy calling as the one making all the appointments

My son has a Leeds council flat and just had his inspection. They have previously booked appointments and not turned up or cancelled. Just rude. The chap that did this one was a nice bloke but I thought the questions were a little bit intrusive. But he did ask how often he wanted inspections either every year or every three years so we said three yearly. So I would suggest telling them that's what you want as it is what they offer.

I did speak to them but they were just arguing that it’s after April it’s classed as a new year. Also although it’s called an annual check on Leeds city council website it states they aim for every three year

Find out who your local councillor is and tell them what you have told us. Repeat that you made an appointment against your better judgement and you will not be available again for a year. Stand up to them. They are in the wrong for missing the appointment. If you get any comeback contact your local paper...they would love an easy story like this
