Boss expects me to work on my own time

My company expects me to complete a year-long course that offers minimal benefits for me i have no interest in the subject and it offers no progression for me. I was assigned to a contract due to understaffing but this contract demands we all complete tbis course. The course is five online tutor guided hours a week plus additional homework which will be an additional 5 hours was never discussed. My boss allows 2.5 hours a week at work for it, stating any extra time must come from my evenings and weekends. Since we're severely understaffed even meeting this allocated time is challenging. I have little personal time with three young children, an elderly mother, and personal commitments. I also lack a work laptop, making it inconvenient to complete tasks on my personal devices. Given these challenges, would it be unreasonable to refuse to take this course?

Not at all

All in work time or not at all

That's what I was thinking too. Its not reasonable but it's like they are gaslighting me to make me second guess myself. I'm sure that it's not right but on the other hand my colleagues have done it this way!
