I'm not brilliant at maths, but it looks to me that the -£99.71 at the bottom is an overpayment.
They'll probably deduct it from your next bill, or reduce your direct debit if you pay that way.

That’s exactly what I’m thinking, September-march is for this upcoming march so does that mean it’s fully paid off?

I was trying to figure out why you would have a bill Sept-March, but I guess you moved in in September.
Yes, your council tax is paid till the next financial year, starts in April.

They can repay the overpayment to you, if you really need it.

You're in credit. They will refund if you request it. Otherwise they'll take it off next year's bill.

Looks like you are eligible for a 90% council tax reduction (this would be based on you having low income/claiming other benefits that mean you are eligible for the reduction) so you should only have paid 10% (£97.40) whereas it looks like you have paid £204.34.
