Do I need an Urgent Hearing for varying CAO do you think?

Hi, has anyone done this? How long does it take? I'm trying to stop my children from staying overnight with ex, not stop all contact, but he is point blank refusing. I have safeguarding concerns involving child neglect, children returned ill, food poisoning, unwashed, dont eat properly, are often left alone, primary school age and one with special needs (ASD). Living in unsuitable temporary accommodation which involves sleeping with one child, no fridge, no working washing facilities. I have spoken to children's services and they advised I return to court. They can't help if there is a responsible parent that children live with most of the time, they said just stop contact. SO, my question is, if the next overnight is coming up, do I apply for an Urgent hearing to vary? Or is that unreasonable and over the top? I don't want to waste the courts time and take time up for more important child abuse cases but I really can't let my children stay overnight anymore, last time both returned very ill, and GP is aware too and reported to SS. I don't want to stop all contact as that will upset the children too much, he is a Disney Dad and spoils them in terms of junk food, all night gaming, no boundaries, sweets for breakfast. In an ideal world I would obviously but the world doesn't work like that. I left him due to DV, which the children also witnessed so they also fear him too and he buys their love to compensate I guess.
