Just this really - how might I do it? Is it open to anyone or only EC citizens?

According to this article the vaccine in France is free for anyone who wants one "this autumn" - there's no suggestion of having to pay for one or if the rollout is restricted to EU citizens and/or France residents.

If you're in France anyway you could pop into a pharmacy and ask.
