To call the council to report holiday letting

So I live in a newly built block of flats in the uk and have lived here for over a year now. The council built a little street which composes of two new build with 9 flats each a converted building with 6 flats and 5 bungalows. In the first block of flats the council have moved in some shady people dealing drugs ect and the police are out literally every other day. Now for the past 4/5 months I’ve noticed that it seems to be that one of the residents in the block are letting out their flat to people over long weekends. The “tenants” came with little suitcases and for five days straight they were moving basic household things in which made us think someone was moving in. Come Monday morning I saw them leave as I was on my way out taking my child to playgroup. That weekend a different couple came and was there until Monday morning. Come Wednesday the “tenants” came back and were bringing in cleaning equipment and lo and behold that following weekend another couple were there for the weekend. Now usually I would say it’s none of my business HOWEVER the past two sets of couples have been a NIGHTMARE with the noise at midnight waking my child with their shouting and screaming. This current couple were in their car for over two hours with full beam headlights on taking drugs and only hurried inside when another tenant came home and realised they had been spotted. Also last night the girl was dancing around the car park yelling songs at the top of her lungs and again woke my child.
Aibu to report this to the council?

Yep report them. Sounds like they're running ut as an Airbnb.

Which part of the council will you report to? In most places the use of a house/flat as an air B&B wouldn't need planning permission so planning won't be able to help you.
If you want the environmental health team to do something then you'll probably need to demonstrate more harm than two sets of people in several months. It might be worth you starting to keep a record of issues though.
If you have people outside your house making noise and taking drugs then it's the police you need to call at the time

@GandTtwice The flats are under a housing association within the local council. We have a set housing officer that deals with any housing complaints we have

Completely agree you should report if there are any rules around airb&b (some new builds are not allowed to operate as them)

@abcdefghijklmnopqrstuvwxyz12 yes we have a clause in our housing agreement about subletting or use of a second home/letting out as holiday home. It’s a joke considering right now where the wait in our local area for a council property is over 5 years

@Mamabird2022 ah right I see, so yes YANBU to contact the housing association and see if there's anything they can do. Does your contract state no sub- letting?

Absolutely report it as it does sound like it's being sublet as an airbnb.

Social housing is a luxury and there are such long waiting lists so anyone doing this needs reporting and never being allowed a social house again! It should go to someone who deserves and needs one!

You seem to have jumped to the conclusion that the tenants are letting the place out, rather than having friends come to stay with them for the weekend?
Do you actually know which people are the actual tenants?
Have you ever spoken to them?

I don't think YWBU to say something to your housing officer about the anti-socially late noise.

@Longtimelurkerfinallyposts i know what the actual tenants look like however they are not there everyday as you would expect if someone actually lived there they only turn up when someone has been over the weekend and it’s usually with a mop and hoover in hand. The first time I saw them they moved things in for a period of 4-5 days. But the only things that seemed to go in the flat was basic appliances ect. There was never a moving van or any of their actual belongings being moved. The “tenants” turned up with a little weekend suitcase each and after the initial few days they were there they only ever come back to clean and the next weekend after they’ve been a different couple turns up with little suitcases. In the past few months there has been a total of 6 couples there who turn up Thursday night/Friday afternoon and seem to leave Monday morning

See if it’s on Airbnb et al, even Facebook marketplace. They’re getting the people in somehow.

Search the post code/area info on Airbnb to see if you can find the adv. (use map mode). You can tell from the pictures.

So just an update I’ve contacted the council and their answer was “if you can’t tell me who the tenant is or what apartment number it is there is nothing we can do about it. Unless a person makes you feel completely unsafe or threatens you or your child we will not be getting involved until the relevant information is given”
