To think Never Been Kissed was quite inappropriate?

I've rewatched the film after many years. The students are supposed to be 16 I'm guessing? (Despite them looking mid 20s).
Anyway, Josie (played by Drew Barrymore) is 25. Her teacher is quite evidently attracted to her despite believing she's a 16/17 year old student and he's what, 30?
Josie clearly has the hots for 'Guy' when she first meets him, despite him also being 16/17. I get it's more likely her wanting to feel popular by having the good-looking, most popular guy asking her out rather than being attracted to him, but I'm not sure.
Josie's brother in the film who's supposed to be 23 is into a 16 year old, and isn't put off even when Josie reveals her age.
I know it's just a film! I just found it all a bit odd even though I enjoyed the film. I suppose it was the 90s.

Later on in the film her teacher makes comments about her being beautiful and amazing, even though he still believes she's a student at this point.

I think shes supposed to be 18, last year of high school, but yeah creepy!
