Photo request from recruter for a TA job

My DD 21 just graduated has been asked by a recruter for a prof photo so she can create a profile. Never heard of such a request, however not experienced in applying for TA/teacher jobs. Is that a normal thing?

Yes. I'm a supply teacher and every agency I've ever worked for has needed my photo. When they give you a booking, they send your profile to the school so they can check it and match your profile photo to the person who turns up and to their ID.

I didn't have to send a professional photo btw; a passport photo was enough.
