Reviewing Low Traffic Neighbourhoods (LTNs) will not help many people if any.
The main 'war on the motorist' is paying for parking, with apps, phone calls, having to set up accounts with the local authority, or whatever other complicated means there is, to pay what is usually under £10.
Just require that to pay for parking, there must be a machine on site (or within a set distance on a street) that accepts payment by credit/debit card, or if there is never a signal, in cash. If that is not available, then no fines or penalty charge (or any amount say above £5) can be levied, and no court judgment for debt can be made.
