Staff eating someone else’s food

In our staff room at work on the table we have treats that people buy for everyone to eat. Last week a member of staff left a bag of home made fudge on the table close to the treats.
Some staff ate them thinking they were for everyone and this member of staff is now moaning constantly because she had made them for some friends outside of work.
AIBU to think it was a silly place to leave them and of course people were going to eat them?

This is a 'her' problem. She should have put them away if she didn't want anyone to eat them not put them on the communal table.
