To think burning waste in your garden isn't OK

I live in a complex with a central courtyard with multiple gardens in the middle. One of the neighbours near to me has been burning garden waste in an incinerator for the past four days, a tiny bit at a time. Like, he'll do some at 8am, then noon, then 4pm, then 9pm. Is it me or is this beyond selfish? I've had breathing issues since having Covid, and just from opening the back door to let some air in, not realising he was doing it yet again (and obviously slamming it shut again as soon as I realised), my entire flat has filled with horrible smoke that clings to everything. I had finally managed to get rid of the smell, having all the windows open for hours, only for him to start up again at 11pm! Flat once again filled with smoke even though the door was only open for a few seconds...that's how bad it is. Barely slept at all and woke up with a horrible wheeze and a dreadful headache and really panicking about what this has done to my health. Walked into the living room and it still stinks of smoke. I'm worried I'll not be able to get rid of it.

Is it just me or is this extraordinarily selfish? I've got a small child (with dad this week but he doesn't know that), there are loads of kids living here, and basically nobody has been able to enjoy their gardens in this heatwave because of it. These houses get really stuffy and hot, and he's basically just made it impossible for anyone to enjoy their home for the best part of the week. God help anyone who'd left their windows open and popped out for a few hours - I can't even imagine how bad it would be. I understand that not everyone has transport to take stuff to the skip, but there are options, surely..call someone to come and get it, or at the very least, just take a day off work and do it all in one go on one day so you're at least minimising the impact and not ruining an entire week for dozens of people? I can't believe this is even legal (but apparently it is)! My friends think I'm overreacting, but I took a few days off work thinking I'd just chill in the garden with a book, do some gardening(had detailed plans for each day), rest and relax, and this selfish man has basically wrecked my annual leave and made me sick!

Has nobody spoken to him about this? Some people are totally clueless and don't realise how invasive it is. But yes, he needs to look at other options. Our council do a one-off garden waste collection that you can pay for.

Check/report him to your local council. Some have bylaws preventing this.

Keep a diary of all the time he burns then contact the council or environmental health. I assume you have checked your own council website to see if there are certain hours of the day its allowed in your area?

Its weird to do a bit on and off all day like that! IF we cant be bothered to take it to the tip- why doesn't he do it very late at night? Can you ask him?

Totally unreasonable antisocial and a bit hazardous. Report him to council.
