To ask if this thing I saw out on a cycle is allowed? Seemed v cruel.

We saw a horse with a metal collar around its neck attached to a chain that was attached to a fence in an enclosed field. The chain was longish but the field seemed well enclosed and it can’t have been comfortable? Not sure if it counts as animal cruelty but it certainly didn’t look kind.
