To wonder what’s going on with this dog

There has been a dog outside barking very loudly for 5 hours now and I’ve had no sleep, it’s just been getting louder and louder. I’m worried about the dog as it’s clearly distressed and being kept outside. I heard somebody shout for it to shut up a couple of hours ago but the noise is incessant

Any idea if the owner is home? Is the dog locked out? Is the owner ill? Is it a stray?

Might you call police so they could check it out?

We went on vacation for a week and had someone to the house several times a day to care for the dogs but they left the dog door open one night and our dogs were in our fenced yard barking and barking and someone called police to complain. Oops.
