...because it's impossible to compare them, otherwise? 16 rolls per pack is no better value than 12, if the 15 cardboard cores are so big that there's less tissue overall. The number of sheets per roll is immaterial too, if the tissue is so thin you need more sheets per "job". And you can't even compare by ply-number unless all else is equal.
