There were multiple failings in this poor girl's case. This man had sexually abused her for as long as she could remember, and groomed her to the point that she accepted that as normal. She was pregnant below the age of consent and this was only picked up and the father identified as her legal guardian when she sought out an abortion.
The council initially decided that there was not "serious harm" to the child, and so they decided the case didn't need referring to the national safeguarding team. I mean, it's about a clear cut case of child abuse as you could get. By someone already known to have committed child abuse and who was further arrested for possessing images of child abuse. It is properly unbelievable that this happened.
