Do only open toe shoes look right with sleeveless dresses?

No. I think the shoes need to be elegant and not "clumpy" but not necessarily open toe.

No I don’t think that’s the case. I’ve definitely seen people look good in sleeveless dresses with all sorts of shoes - pointy courts, round toed, even boots if worn in the right way.
