GOV.UK checking MOT

If you check a vehicle on the Gov site and it says MOT fail, if they get it retested and it passes does it show as a pass?

I don't have any evidence of him being under the influence whilst driving but he smokes regularly and even when the kids are in his house, I've smelt it.
I've thought about discussing it with his brother who is really lovely but I know 100% won't make a difference.

The MOT lists dangerous faults. Will DVLA be aware after me telling the police? Or do I need to do that separately?
