Is this a fair cash settlement for home insurance?

Hi,

I posted under a different name a few weeks ago about my parents having a leak in the kitchen. The wooden floor is ruined in one section of a large kitchen. They didn’t want to submit a claim but after I showed them the thread they agreed and I submitted a claim online on their behalf.

The surveyor has offered £2.3k minus £700 excess (insurance policy clearly says £500 excess but okay). The problem is, the whole floor would need to be replaced which would cost about £5-6k. On the other hand, it’s only a smallish section of the floor that has been damaged.

None of us have ever claimed on the home insurance before so does this sound like a fair settlement? Or is it a lowball attempt to pay my parents off? Is there any room for negotiation? They are covered for up to £10k for a leak.
