To think I shouldn't have to contact her every day

I signed up to do some tutoring via an agency. I was given the contact number for the child's parent, no email or anything, and told to arrange the time with them directly.

I sent a text asking when was convenient to call, no reply after a few days. I called but no answer. I texted again this morning but no reply.

I've told the agency twice now that the parent hasn't responded. The agent told me in a seemingly pissed off manner, "You need to continue to contact her daily until she replies."

Erm I don't think so. Isn't that kind of harassment?
If she hasn't replied after 3 attempts then she's probably not going to. I'm not wasting my time

Not even a regards or anything on her email.

Just a 'you were meant to start last week doing it. Try to contact her daily'.

Definitely don't contact every day, send one saying if they haven't contacted you by x date then you'll assume they have no need for your services. Then go back to the agency and ask for a new person.

Surely the agency has other contact info for them that they could send something on your behalf maybe?
