To report this and to which agency?

Every morning I see a couple driving to drop off a reception age child. They drive too fast and recklessly and bizarrely always have both front windows all the way down even though it's freezing. That just sets the scene and is by the by..
The reason I'd like to report them is they have a second child in the car approx 18 months/2 years old in the back completely unrestrained with no car seat. So far I've only seen them mostly parked up with one mum dropping off the school child whilst the other mum waits in the car but this morning i saw them driving and parking like this so I know the younger child is actually being driven this way.
What shall I do? My child also goes to the same school in year 2 and I've seen this a number of times now - who do I report this to and what would I say? I need to get their reg to see if the car is even taxed and insured etc but they seem clean and up together and not neglected in that way plus the car is a fairly new and clean car but the unrestrained child makes me feel uncomfortable.

You would need the car details first and then report to 101.

Not true. You can absolutely report this to the school and they will log it on their CPOMS or equivalent. There may already be concerns raised for this child so all information helps. I would email the school and ask for the Safeguarding Lead's email address or for your email to be forwarded on to them.

Absolutely you can report to school. The no safety belt is a safeguarding flag and the school will log it. There could be other red flags that school had noticed and this is another piece in the jigsaw.

Get the car reg number and report to 101 (nonemergency police)

Got the reg, did a check and its also untaxed and the MOT runs out in 4 days time . The whole picture just screams neglect/abuse and I can't quite put my finger on why. I've reported to 101 but don't expect much to happen.
