Neighbour - wires on the street

I have to walk along a certain road everyday and there is a Victorian terrace cottage type so no front garden etc door straight onto pavement .

The house has multiple Ariel's hanging over the front with wires loose and draped over the pavement at a low level . It's a total mess and a hazard .

Narrow pavement so pain for anyone with kids , pram , mobility scooter etc!

Would it be rude to knock ?

Do I send a note ?

Who would this be reported to?

The road is connected to mine but only a few properties along hence them being neighour but not same road!

That does sound annoying.
A house by us always has a cable going across the pavement charging their electric car, someone is definitely going to trip over it one day.

The pavements belong to the council so any nuisances or dangers need to be reported to them.

We have a bit of an issue here with terraced houses and charging cables over the pavement. But hi-viz mats which cover them safely are appearing, and I don't know if that's spontaneous or if environmental services are having a word

Try googling "fix my street" plus your council name. That's the way it's done where I am.
