To think some people deliberately go out their way to be irritating

I don't know how else to word it/can't think of the correct word but several times this week whilst out and about this has happened.
Out for a run and I'm always making sure to stay out the way of other people such as walkers. Im running up a hill, see a person coming whos walking towards me on the same side of pavement but the other side.
Sees me and deliberately moves to the same side I'm running and refuses to move. No problem, I move but notice the smirk when I'm going past. This has happened several times this week, people walking towards me or see me coming and refuse to move which is no problem when I'm out running as I guess I'm the one in the way but why do it??

Walking through town with ds in his buggy, and old man walking decides to take up the entire pavement and makes me wedge buggy to the side for him to pass (there was ample room for both of us), he then says MOVE!! to me. I just don't understand, I'm doing what they're doing trying to get from a to b. Has this kind of thing happened to you?

Or is it still because of covid perhaps, people want to be able to walk alone with nobody else around 🤔
