Is a service charge a tip? (Inspired by the Dominos thread).

We recently stayed AI at a hotel abroad and they charged 10% service charge on everything (which was included in the AI) and also had a space for a tip on each bill. A bill was presented for everything you ate and drank as people were on different packages.

Genuine question, would you have tipped on top of the service charge, assuming good but normal service (nothing exceptional).

The 'Visit England/London' websites all class a service charge as a type of tip.

It may be different in other countries.
