To want to tear a sticker off a neighbour's rear numberplate

A neighbour has a vehicle on which the rear numberplate is being deliberatly obscured by a sticker. It's more than likely that this has been put there by the owner to avoid identification of the vehicle in the eventuality of it speeding or running over a puppy. Should I: a) pull it off b)inform the owner of the vehicle of its presence ( despite the fact that they almost certainly know it's there) c) mind my own business and let our law enforcement agencies deal with it ?

If no-one has ring doorbells, CCTV, dashcams etc then pull it off. Or mind your own business. Don't speak to them about it.

No, just lives a dozen or so houses along from mine. I don't know them to speak to.

If you are brave and can do it unseen then pull it off. Make sure you tie your laces or pick up your tissue in case anyone spots you 😉

If you are not brave then you contact the police and let them deal, it should be fairly quick if you message them. Make sure you give car model, plate and their address.

Because I prefer dogs to most people, if there was a puppy in the area, I would either pull the sticker off if there was definitely no CCTV or I would splint it out to him like he didn’t didn’t know!

You know they'll only get another sticker if you pull that one off.
The police would be able to identify the car from part of the number plate and the make, model, colour etc. if they needed to.
