Is this budget another step towards the destruction of the NHS?

So the health and social care levy is axed.
A 1.25% increase in NI that I personally was more than happy to pay.

Am I wrong in thinking that this is a hammer blow to the NHS?

And that it's a VERY Tory policy that is giving back this money to those who may well already have private health care?
E.g.
Someone on £200,000 will benefit from paying over £5000 less tax under the new changes and £10,000 less NI - 7.5% better off.
Someone on £20,000 will benefit by £80 less tax and £80 less NI - 0.8% better off.

Do we think that the UK is moving towards a US-style healthcare system by default? Do we think it should or should not?
