Have they changed in the last few years? What type of shoes are you wearing? High heels can shift those bones as canntight fitting shoes

I use to be a dancer and the type of dancing I did encouraged you to wear shoes 2 or 3 times too small for you (as a child) as they liked a tight look, all to do with a 'neat' aesthetic

They have bothered me ever since, those sides of my feet

I was a heel wearer but haven't for about 18 months now

Surgery is quite major for bunions so not to be taken in anyway lightly. It could be that you are starting to develop them but your big toe is quite straight . I would advise managing them as per the above link and see what happens.
