Then they would ignore the people telling them that there is a limited amount of food and water and would just start handing it out to people, without telling them that actually we need to preserve it, make sure people get a fair share, and plan for a way to get the liferaft to safety.

Meanwhile the other liferafts run by other countries would be well organised and would have taken steps to ensure that the consumption of food would be restricted and they would have at least tried to build a store of food up.

We should be cutting down the demand for gas (and electricity as we use gas to generate that)

Russia is stopping sending gas to the West. There is a demand for gas.
We should be trying to reduce the gas we use so we can ensure that we have enough to get through winter.

Not all of the other countries. The American life raft would just let everyone shoot each other because there's only enough room for those with guns.

If we had to pay for the food on the liferaft, then the cost would be going up.

And greedy people still get a lot more food than others.
