To think this is toxic behaviour in a relationship?

So friend said quite proudly that she can tell when her partner is annoyed and she’ll push it to get a reaction.

When I was 21 I used to get a thrill from winding my boyfriend up. It was a very toxic relationship and not something I would do now and haven’t in any relationship since.

Is my judgment clouded? Or is that toxic?
