What the heck is this?

Ok I freely admit I am a DIY nut. I have 4 drills and yes I never normally need to ask to borrow anything.

but having found this I’m at a loss. Black plastic small circular hole in one end and multiple angled rectangles with curved sides going up.

almost looks like a larger version of something you’d put on a washing line to increase the tension. Or thread a swing ball through to raise or lower it. But I honestly can’t remember seeing it before and I have no idea what it is?

any ideas?
