What does fully vaxxed mean for US?

Due to go later this year, the entry requirement is to be fully vaccinated. Can't find the info whether this means 2 doses or booster as well. Partner hasn't had the booster but has had the first 2.

Last I read you didn't need a booster for USA

This is on cdc website

We went in July - DS has had two vaccinations and no booster and was fine
