Warrington and surrounding area could become a Charter City.
A charter city is a type of city in which a guarantor from a developed country would create a city within a developing host country. The guarantor would administer the region, with the power to create their own laws, judiciary, and immigration policy outside of the control of the host country.

The latest wheeze from neo-liberal think tanks and other corporate interest groups is to establish charter cities. These represent a huge threat to our whole way of life and to our democracy.
What are charter cities? They are privately owned and operated cities where everything from health care, education and the police force to the legislature and the judicial system are not controlled by the state but by a private corporation accountable only to itself. The corporation sets the rules and enforces them with its privately owned judicial system.

Then your original post makes no sense. If it’s about a developed country administrating over a city in a developing country then anything happening in the UK can’t be this.

Do you have a link to the actual proposals? I suspect you’ve got the wrong end of the stick.
