To report a pool for safety breaches

We go to a pool which is part of a holiday park quite often. Several times recently I have noticed periods where there are no lifeguards poolside - they are in the reception area or chatting or doing something like mopping the floor instead of watching the pool. The pool is shallow - about 1.2 metres all over, and we are always there watching our kids, but we do see other groups of kids without an adult watching them. I was toying with idea of reporting it to the holiday park itself and then kind of thought well we are always there watching our kids and would be able to get to them in an instant, but the horrific news about the girl dying at the inflatable course in Windsor has focussed the mind somewhat - I know that was not a shallow pool, but the reports say parents had concerns etc and it has made me think these concerns should always be acted upon. I wondered whether there is somewhere else I should report it? And where? The council?

Have you spoken to management? Do they claim to have a life guard but then there isn't one? Not all holiday park pools have lifeguards at all, I'm not sure it's a requirement is it? Groups of unsupervised kids shouldn't be allowed in
