To give her a bag of rubbish?

Neighbour is getting building work done past two weeks. I've just been to my wheelie bin and her builders have left a bag of rubbish in there. There is some building debris and then some stuff that looks like rotting food. Can't figure it out. Our bins are accessible to anyone walking up the road so it's feasible that the builders put some debris in and someone else could have put the bag of rotting food in. I'm not going to go through it to find out. There is also half a sliced pan thrown in there which makes me think that the builders finished up for the weekend and threw away the bread that they're not going to use.
We pay for each bin lift here so it's going to cost me money. Plus, they haven't finished the work so could be more rubbish to come.

I think you need to go and tell her what's happened and politely ask what she wants to do about it. She might pay to have the bin emptied rather than empty it herself.
