Morrisons do 16 years short sleeve. Order online to store.

I bought these for my daughter. She is very busty, doesn’t want any attention and likes her shirts very loose. They go up to a 45 inch chest www.mandsyourschooluniform.com/girls-single-short-sleeve-easy-to-iron-blouse/5637147255.p?color=White

My daughter is very busty and needs ladies sizes. I've got these ones. They fit great and about £10 activeweargroup.com/uneek-ladies-poplin-half-sleeve-shirt-uc712-p1947

Amazon is your friend here and also a proper traditional uniform shop or a workwear shop. They should be able to help you as they provide uniforms for waiting staff in restaurants.
It isn’t easy once they get bigger than the biggest ones in the supermarkets.
Good luck!

I’m having the same problem with my 15 year old ds, nine of the uniform available seems to fit him. Can’t find shirts above 15/16 and they are long sleeved which he won’t wear and trousers are all too snug on the top half,, he’s a man’s small normally so why are school uniform not reflecting that 15 year olds have the proportions of adults

John Lewis have some short sleeved shirts in chest size, rather then age. They might work.

I had massive knockers as a teenager and men’s short sleeved white shirts were sometimes a good option for me (you’d think the cut would be all wrong but actually they’re less fitted and I used to size up).

You could also look for an adults workwear supplier - lots of adults have to wear white uniform shirts and obviously that it includes women of all shapes and sizes!
