is Britain heading the same way as the US? Why on earth would Britain sign this?!

Well the Tory's are trying to overturn many parts of the Human Rights Act, so I'd say that it was linked to funding. If they aren't rights, it's upto the individual to fund them. They want a general removal of all rights.
