Help! Landlords cheap paint is rubbing on to family

So my landlord does nothing by the book. Skips the necessary and doesn’t do repairs at all. Since we moved in the paint has been chipping off. The kitchen has the same paint that is on the skirting boards and it’s like a concrete. Well it comes off with water and as you can see from the photo attached. I noticed this when we had a leak into the kitchen and my dad was saying it’s not floor paint. Every time we walk in the kitchen barefoot it’s on our feet and it looks a mess. My daughter laid on the floor in a tantrum (typical toddler) and I’m having to scrub it off her skin. It’s like flaked all over her. The problem is it then flakes on to anything you come in contact with, so it’s on my kitchen walls and all over my sofa. How do I get it off the walls without taking the paint off and off my daughter who is covered in it. Her knees red where I’ve started to rub it off but it’s a nightmare to get off
