Landlord harassment and stalking continues

Has anyone got any information over the process of what happens when the council get involved over a landlord continuously harassing and stalking his tenant. I’ve posted previously about how bad my landlord has been and I’ve called the police several times and installed a camera in my home. My landlord sat opposite the house a couple of weeks ago in a car with some woman for 40 minutes now he has mentioned it to a friend of the family that he came round and I was hiding behind the curtain but I was really confused because the last time my landlord was around I was aware of was a few days after the stalking in the car incident when he did a house viewing as he is selling the house I’m in. Now I knew it was him in the car but didn’t want to accuse without the evidence and now he has confirmed to the family friend that it was him, I’m really worried about his behaviour because as soon as I’d moved away from the curtain to look closer to see it was him, the car sped off. I have two young children in the house with me and I’m worried as to how long this is going to go on for and how far he is going to go. The council worker advised they would get involved if it continued but I’m not sure what that entails. Also I’ve called the police about sitting in the car for 40 minutes and watching the house and obviously me as I took note of the registration plate.

Any clues why he would want to do it? Do you owe him rent? Why he’s been so bad? Landlords are businesspeople , they need their tenants and rent to keep their businesses going. More information would be useful.

Was he waiting to talk to you?
He's selling so I assume he's given you a section 21?

Are you refusing to acknowledge it?

Or was he waiting for an estate agent?

Don't either of you have a mobile phone? Presumably you do so I think it's reasonable to say that if he needs to come round to see you then he should text you. If you're on your own with dcs then you will have a routine with them and he isn't to know whether you left a dp due to abuse. But he shouldn't be sitting outside the house. As @Turefu says we need more information on the circumstances

Universal credit pay the rent a couple of weeks late but this has gone on since I moved in and I paid the rent myself at the time. had problems before universal credit started paying it as it was 2 days late with the council once and he demanded I leave the property and threatened to have an electrician come in and switch off the electric. Had his mum ringing me and then him and then a friend. It was constant and really abusive and like I said this was on the 2nd day it was late and it was paid quickly after. He has now come under the private licensing team to pay 500.00 a year because of failed electrics and he has tampered with them and there is loads of outstanding repairs. I offered to pay an upfront payment to keep the rent in constant credit but because of landlords harassment and stalking and the fact that he is selling I’ve been advised against it by the housing team. No section 21 has been given due to conflicting things stated by landlord. He originally sent an email to myself and housing stating he was getting the house valued then agent called and said he had a viewing lined up for the Sunday as lndloed was selling and for sale sign went up. Landlord has just turned up at the house since I moved in asking for mail, he has loads of mail coming here and the police officer thought he was up to something as the officer thought something was off with him. He would just come round and stand at the door and ask questions about my dad fixing stuff and trying to get him to do repairs and this was every other day and if he didn’t come round he would then be ringing and texting me saying he was going to do repairs but then never did. Also I never once messaged or rang him this was a constant one side thing, if anything it got to the point where I ignored his calls . I put a stop to doing the repairs because I was sick of having to get my dad to do repairs and my landlord not doing anything he promised to do. Landlord had a viewing around three days after sitting outside the bus stop and never mentioned anything then. He also has contact with me via email only because he was nearly cautioned last time by the police for the constant harassment. He also stated he didn’t think what he was doing at the time was harassment but was aware that constantly contacting someone is harassment. Also when he saw me look out of the window the car sped off, so if he wanted to talk why do one when I see it’s him in the car. It was also 40 minutes and it was around 8pm on a night so obviously having young children I wouldn’t be expecting anyone at that time and I don’t find that an appropriate time for anybody to just call by.
from the info I’ve got my landlord has no money and owes family money so is selling the house. He also did this to the previous tenant and he ended up leaving because he accused him of stealing his mail. Landlord gets tonnes of mail here for him and his wife, he has not been happy that I’ve returned to sender and previous tenant returned to sender to as apparently he sent immigration letter and letter from Africa back to the sender. I’ve had hundreds of mail return to sender and the landlord has been getting really nasty over not handing his mail but if he is up to something I don’t want any involvement.

Also when rent was 2 days late he actually had deposit sat in his bank account because a month after this the housing team demanded he return the bond because he hadn’t secured it.

he is now claiming he has a document at his mums that a family member signed to be guarantor but no one has ever signed anything. Apparently I dropped it off to his mum at a class but I’ve never dropped anything off and the only person with a copy of the tenancy agreement and application form is me. I’m not happy that he is using my information for fraudulent use on top of the harassment and stalking. Having to put a complaint in to the local authority as they passed on a copy of my birth certificate for right to rent check but I don’t think landlord has done this check. I’m reluctant to give him any information on myself and I’ve had to inform the police regarding the matter.
