Micro manager when it suits her

In theory I run a department of 20 staff. When I'm allowed to I'm pretty good at it. However, my boss, head of the whole organisation is a terrible micromanager and inconsistent. I can never predict what her response to a situation might be. If I put something in place that isn't exactly how she would avve done it she'll undermine me and it has to be re done. Not because it's "wrong" or doesn't work, but because she wants it done differently. She does this to other HoDs too.

Anyway, yesterday I took a big "thing" to her. I was happy with my plan, but not wanting to be undermined after I'd communicated it to my staff, I ran it past her first. She liked what I was trying to achieve, but really didn't like the way I planned to do it. We changed a lot.

Finally I said OK, I'll do xyz and then 123, what donyou want to do about ABC? Her response? "I don't know, it's your department". [Anger]

Can you outline the plan on paper & get her to literally sign it off?
What a nightmare!
Is there someone above her you can discuss this with? Could you take other HoD with you to a meeting?
Id go mad. How frustrating.

My boss was amazing. Completely hands off . It’s great when you can run your own show.

Yes, I do get her email approval for lots of things now, although even that doesn't always stop her changing her mind.

It was the inference that I couldn't make a decision that had me raging on this occasion.
