Apologies for the long post.

I got married a couple of weeks ago. I bought the dress from a local dress shop but I needed some alterations doing to it. The lady at the shop arranged an appointment for me and the seamstress she used. The main bits I needed the shoulder bits taking in, the hems taking up and I agreed to having a bustle hook doing due to the long train. My mum offered to pay and she took the dress and I came back to the shop later once it was returned. When I tried it on one of the shoulder bits was sticking out at an angle so that needed redoing and the hem line hadn't been done at the correct length. She shop kept it a bit longer to do the repairs/alterations and it was finally delivered to the house a few days before the ceremony. I asked her to show me how to use the bustle hook and it was discovered it hadn't been done. Turns out that after the seamstress had done the shoulders twice incorrectly and the hemline wrong the shop lady and the seamstress had a parting of ways not very amicably and the shop lady said as we had a receipt stating the payment included a bustle hook then we should request a partial refund for the work not done. After emailing the seamstress she phoned me and admitted that it had taken her 2 goes to fix the shoulders but had offered to attempt a 3rd go but the shop lady said no so she had left it. The shop lady said it shouldn't have taken 3 goes for the work to be done properly and and had complaints from other customers about the seamstress' work but the seamstress never mentioned that the bustle hook needed doing. At the time of delivery the shop lady did a bustle hook but as it was at the house, not her shop, we felt it wasn't a proper job as she used a travel sewing kit my mum had in the drawer and to do the hook she had to cut part of a ribbon off the actual dress itself. The seamstress said whatever we paid to have the bustle hook done by someone else she would refund the cost of but apparently told the shop lady she wouldn't refund as the work had been done. So my first question is AIBU to have asked for a partial refund for her not doing the work we had paid her to do and second as no refund has come through yet WIBU to give a bad review if she says no when I email her to ask about the refund as she currently has 5 star ratings?

Bit confusing but your issue is with the shop who then subcontracted the work. You paid them and they supplied the dress and alterations as a package. The dispute between the shop and the seamstress is not your problem, so the shop should partially refund you.

No the seamstress was paid separately
