Have been barking for the last hour solid.

They often bark for hours during the day, which is bad enough, but my son has an exam tomorrow, and considering it's 11.30, I'd like to sleep myself.

I have the owners number via a neighbourhood WhatsApp. Have never messaged him separately. Have only lived here a few months.

Would you message?

I'd message and say something like

"Hey, hope you are ok, I was just wondering if you were home, because the dogs are barking quite a bit? If you aren't I'll have someone check the property if you want just incase, as they sound rather agitated? "

That should give him the heads up and you just come across as a "concerned neighbour"

….but you will get lots of entitled dog owners saying ‘dogs bark, it’s normal and I don’t know why you are annoyed by it’.
