Neighbour Issues

We have lived next to the same people for 12 years. At first we were friendly, had BBQs together , babysat each others kids etc. Theres alot of history, police involved over a fence dispute etc (just adding a small backstory so not to be seen to be drip feeding). On Saturday they decided to start cleaning up their garden. They haven't really touched it in 3 years, they have dogs and haven't picked up their poo in that time. The thought it was a great idea to pressure wash the patio (where a large amount of dog poo was). One was using the pressure one and one was supposed to be sweeping the excess water down the drain. This didn't really happen and most of the faeces water ended up coming through the fence and onto our patio (our garden is lower than there's ,so theirs slopes towards ours). We have a mini green house and planters on our patio so they were all covered in poo water.
My husband made them aware what was happening and they just thought it was amusing. So then we had to spend the rest of the afternoon cleaning up their mess.

AIBU to think that an apology would have been nice?

can you complain to the council that sounds pretty unsanitary?

3 year old, or even relatively new, faeces wouldn't come through a gap in the fence. Are you sure it wasn't just dirt?

They should have apologised and offered to come and jet wash yours too.
