Scattering of Ashes

My DB died last year during the pandemic, he lived abroad and none of us could go over when he was dying or for the funeral. The country had different more rigid restrictions to the UK.
A friend of my DB kept the ashes ready for when we could go over.
We went to scatter the ashes as a family with the exception of 1 family member. We gave him all the details, when, where etc but he has always chosen to distance himself from the rest of us. However I thought for this sort of occasion he would come along.
So we went and scattered the ashes on a sentimental date.
The brother who didn't attend has posted that he is there now scattering his ashes.
It would seem that the “friend” had siphoned off some of the ashes for this other brother.
I am furious more about the deception and lack of transparency. Also I think it is a bloody liberty of this friend to fish around in my brothers ashes without saying anything to anyone.

Oh I'm so sorry. Are all the ashes in the same place? What a nasty thing to do.
