To report someone for littering

Was it unreasonable for me to report someone for littering?
In this case it was a car driver, blatantly and unashamedly lobbing litter - twice - from his car in front of me. Obviously I saw red!

After toying with the idea of jumping out of the car and lobbing it back at his face I chickened out and reported him online instead.

Littering is a huge problem where I live and I just couldn't believe the gall of the fella!

I reported someone chucking a cigarette butt out his window.
I sent my dash cam footage to the Council and they fined him.

Report. Littering really gets my goat.
I've seen a US sign which says something like:
I drop litter because
a) I'm a jerk
b) I don't care about the planet
c) Mommy clears up after me
d) All of the above.
We need a British version and we need it everywhere!
