Is there such a thing as a mortgage ombudsman?

More than likely financial ombudsman or similar.

Basically I want to know when applying for a mortgage in UK if you have to disclose having a mortgage in another country?

You have to disclose all your commitments and outgoings. It would be fraudulent not to.
