Do they expect it to be needed? Why now, is it because of Putin?

I'm not usually alarmist but this has freaked me out.

A warning alert to your phone with a siren?!

I'm not arguing if it's a good or a bad idea. I just think we should be given the option to disable the app if we so wish. It concerns me that the Government can do this. I might agree with organ donation, Covid vax or orbortion, I might not. I would like to keep my freedom of choice.
