Do reference checkers really use mobile numbers?

It's for my partner, they want the landline number of the job, the Manager's work email and his mobile number.
He's outright refusing to provide him with his mobile number (fair enough,we cannot force him)
He thinks it's an invasion of his personal life

Anyway, the reference site won't let me continue without a valid mobile number

There's nobody else my partner can really use from work. What should I do? Put my other mobile number and pretend it's his? Will they actually ring the mobile? I thought email was their main concern

Just repeat the landline number. That's what I do on forms that ask for landline and mobile, except I give the mi lie twice and leave the landline off.

It should read the manager is refusing to provide his own mobile number for our reference *
