School should have told me they made hospital referral

Son is in sen school they made a referral to the hospital and the first I know about it is a letter from the hospital.
School nurse made the referral shouldn't she have informed me first?

What are referring him for??
Is it for something that school nurses regularly refer for like hearing tests maybe??

The paediatric continence team, he used to be under there care but as they couldn't manage his needs they passed him on to the gastro team who he is still under and sees his consultant regularly.
They are fully aware he's under gastro as he has had 2 hospital admissions since September because of his bowel issue plus it's all in his paperwork.
I just think I should have been informed and if she had communicated with me or looked at his paperwork she would have realised there was no need for the referral

He clearly has quite complex needs.
I would have thought that a parent should be informed of any medical decisions but I’m afraid I’ve not got any knowledge about how sen schools work and whether they have different rules.
Is his issues something that would trigger an automatic referral? Ie. Not dry at night by a particular age?? Something they’re refer any child for no matter their history??
We’ve had similar issues with elderly grandparents- being referred to services that can’t help them but it happens anyway because circumstances dictate.
Eg, paramedics referral to the falls clinic for a man who is basically immobile. And 101. And there’s nothing they can do. But he fell, so they have to refer him…….
